Permission to enter the country was granted to 10,440 visa holders and permission to leave was granted to 10,004 permanent residents and Australian citizens. Of those entering Australia 64% held transit visas, while the greatest proportion of the remainder were granted permission to enter on compassionate grounds at 16.5%. Of those granted permission to exit Australia, 54% of these exemptions were granted on compassionate grounds.
